No plat of any subdivision outside the city, but within 3 miles of the corporate limits, shall be approved by the planning commission pursuant to R.C. § 711.09 or any other section of the Ohio Revised Code until there has been submitted to the commission plans and specifications for the improvements, hereinafter set forth in §§ 151.3l through 151.37, to be made to the platted land, and until such improvements have been made or a performance agreement and bond given to secure their construction within such reasonable time as shall be determined by the planning commission.
