Any person owning, keeping, possessing or harboring any animal shall promptly remove and dispose of all feces left by the animal on any public property and on any private property not owned by such person or lawfully occupied by such person. This section shall pertain to and be enforced in all areas incorporated within the city including all public parks, excluding those areas located within the public parks designated as pet areas.
