The rates and charges established by Ordinance 10-1976, take effect on July 1, 1976 and thereafter shall be billed and become payable as provided in § 51.29. The Service Director is authorized to make such adjustments as he may deem equitable or necessary with respect to the amount of charges to any premises made for the first billing period after July 1, 1976, in order to reflect the proper determination as to the volume of water used during such period.
