The sewer charges provided in § 51.25 shall be payable every four months at the city waterworks office, provided that upon application to and approval by the Service Director, such charges to any premises may be billed and paid monthly. Charges established in respect to premises served by the city's waterworks system shall be included in and be payable with the city's water bill to such premises; and in respect of premises not so served, shall be billed and payable at the same times, respectively, as city water bills are rendered and become payable. Any building or premises making connection with the system and using the same after August 1, 1952, shall be charged a per diem pro rata amount based upon the 113-year minimum charge, from the time such sewer connection is made or such discharge into the system, either directly or indirectly, is begun, until the commencement of the next following period applicable to such premises, except that should the measured service exceed the minimum charge, the measured rate or rates shall be charged.
