There is created for the city a planning commission consisting of the mayor, the director of public service and safety, and 3 members who are citizens of the municipal corporation, who shall serve without compensation, and who shall be appointed by the mayor for a term of 6 years except that the term of one of the members of the first commission shall be for 4 years and one for 2 years.
