If disputes arise over the amount the City Finance Officer determines to be due, the applicant may either refuse to pay and request a conference with the City Finance Officer to discuss the determination or pay the amount and request a conference to discuss the right to a refund. If a conference is requested, the City Finance Officer shall arrange it within a reasonable time.
