§ 52.03 FACILITIES, STORAGE, AND DISPOSAL.
   (A)   Every dwelling and dwelling unit shall have adequate garbage disposal facilities or garbage storage containers.
      (1)   Garbage may be disposed of in a garbage incinerator located within the dwelling which is installed and operated in a sanitary manner.
      (2)   Garbage may be disposed of in one or more flytight, rodentproof, watertight garbage storage containers, not larger than 32 gallons in capacity, equipped with tightly fitting covers, or plastic bags designed for that purpose.
      (3)   Garbage may be disposed of in a garbage grinder which grinds garbage finely and is discharged into the kitchen sink drain in a sanitary manner.
   (B)   Every business establishment, church, hotel, motel, or rooming house shall have adequate garbage disposal facilities or garbage storage containers.
   (C)   Every outside garbage storage container shall be so maintained and so located on the premises that no odors will permeate the premises.
   (D)   No loose garbage shall be placed on or strewn about the floor of any basement, cellar, any part of any premises, or on the ground surrounding any premises.
   (E)   Garbage shall be collected at least weekly.
   (F)   Every owner or occupant of land shall be responsible for keeping the sidewalk, parkway, and street adjacent to his property in a clean and neat condition.
   (G)   No person shall overturn, upset, or damage any garbage container.
   (H)   No garbage can, bag, or other container for garbage shall be placed upon the pickup area from which garbage is to be collected, if the pickup area is situated in a different area than where the garbage can, bag, or container is usually placed, prior to 3:00 p.m. the day before collection.
   (I)   No garbage can, bag, or other container for garbage shall be stored on any road, or sidewalk, except when it is placed on a public parkway for garbage pick up. For the purpose of this section the public parkway is defined as that portion of the public right-of-way between private property and/or the public sidewalk and the improved street or road.
