In case of an emergency, the Village Administrator is hereby authorized to have temporary repairs made, to barricade and red-light the area or to otherwise provide for the public safety. The cost of all such emergency repair and protection shall be charged against the owner of the abutting property and shall be collected as provided in §§ 1022.11 and 1022.12.
