If the owner of any lot or land mentioned in § 674.03 fails to comply with the notice issued in accordance with such section, the Village Administrator shall cause the noxious weeds to be destroyed by one of the methods set forth in § 674.02. The Administrator shall report all expenses involved in the destruction of such weeds, including the cost of service of notice, to Council.
