(A) There shall be established rates and charges for the use and services and consumption of the water supplied by the city.
(B) The charge for water to consumers located outside the city limits using water from the city waterworks and supplied with meters shall be in accordance with the following table, payable monthly, provided that in no case shall any water charge be less than $25.05 per month in 2019-2020 and $27.06 per month in 2020-2021.
