The Superintendent shall cause all ordinances and regulations in relation to the Department to be enforced and shall prosecute all persons for violation thereof. He or she shall carry into effect all lawful orders, general or special, as he or she may receive from the City Council, the Mayor, or the committee of the Council pertaining to the Department, and for any willful neglect or refusal to perform any duty required of him or her by law or by the ordinances of the city, he or she shall be liable to removal from office.
