No boat or craft propelled by an engine or motor may be used in racing or practicing therefor except in zone C and at those hours and on those days as the city may from time to time especially designate therefor. During these periods, the provisions of §§ 96.101(A) and 96.102 of this code shall not apply to zone C. Racing by boats propelled by internal combustion engines and motors in any other part of the reservoir is hereby prohibited.
