(A) Every owner of real estate within this municipality shall cut vegetation on his or her property at the times as may be necessary so that the vegetation shall not exceed 8 inches in height, and if the owner neglects or refuses to cut vegetation, so that the vegetation shall exceed 8 inches in height, the city may cut the vegetation or authorize some person to cut the vegetation on behalf of the city.
(B) If vegetation is cut by the city or by someone directed to cut the vegetation on behalf of the city, the city shall be allowed, in addition to any fine which may be imposed upon the owner of real estate for failure to cut the vegetation, the cost of cutting same.
