Every tow operator on the tow list will have a placard posted in the cab of the tow vehicle at all times that completely corresponds to the list set forth in this section and the fees for such services, which fees will be established in Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures”. Notwithstanding anything to the contrary in this section, if, in the sole and absolute opinion of a police officer at the scene, special or unusual circumstances require an exceptional amount of extra work or equipment, the tow operator may charge an additional reasonable fee; provided, however, that the owner or operator of the vehicle to be serviced, if available, is first informed of any such additional reasonable fee. In the event that the owner or operator is not available, the fees for services shall be as established in Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures”.
