The police department will contact tow operators for service in the order of the tow list, with the position on the tow list being determined by the order of approval of each tow operator in accordance with this chapter. In no event will the police department call any towing service not on the tow list unless all tow operators are unavailable. It is specifically permitted for the police department to call a tow operator out of sequence in a life threatening emergency where there is an urgent need for services of a tow operator located in the near proximity of the event requiring service or where the estimated response time makes it more practical to do so.
