An appeal to the Board of Building Appeals may be taken by any person aggrieved, or by any officer of the Village affected, by any decision of the Architectural and Historic Board of Review. Such appeal shall be taken within twenty days after the decision has been filed with the Architectural and Historic Board of Review, by filing with the Board of Building Appeals a notice of appeal specifying the grounds therefor. The Architectural and Historic Board of Review shall forthwith transmit to the Board of Building Appeals all papers constituting the record upon which the action appealed was taken. The authority, duties and proceedings of the Board of Building Appeals shall be as prescribed in Section 146.11.
