146.11   BOARD OF BUILDING APPEALS; COMPOSITION, RULES AND MEETINGS.
   (a)   The Board of Building Appeals shall consist of five residents of the Village, who have been residents at least one year. They shall be appointed by the Mayor, with the approval of Council, for a one-year period. The Mayor shall appoint a Chairperson, Vice-Chairperson and Secretary. The Board of Building Appeals shall organize and adopt rules for its own government in accordance with this chapter. Meetings of the Board of Building Appeals shall be held at the call of the Chairperson and at such other times as the Board may determine. The Board of Building Appeals shall keep minutes of its proceedings, showing the vote of each member upon each question, or, if absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which shall be filed immediately with the Architectural and Historic Board of Review and shall be a public record.
   (b)   Three members of the Board of Building Appeals shall constitute a quorum. The Board of Building Appeals shall act by resolution, and the concurring vote of three members of the Board of Building Appeals shall be necessary to reverse or affirm any order of determination of the Architectural and Historic Board of Review.
   (c)   No member of the Board of Building Appeals shall vote on any question in which he or she is engaged as contractor, material dealer or in any plans or specifications, or in which he or she has a personal or pecuniary interest. A member shall state his or her reason for not voting and a nonvote will not be considered for or against the question.
