§ 93.03 RESTRICTIONS AND PROHIBITIONS.
The following rules shall apply to village parks:
   (A)   Park hours. All village parks shall be closed between the hours of 11:00 p.m. and 5:00 a.m., and no individuals shall be in a park between the hours of 11:00 p.m. and 5:00 a.m. excepting persons camping in designated camping areas or involved in prescheduled activities which shall have been approved by the Park Board or the Village Board.
   (B)   Defacing park property. No person shall cut, break, or in any way injure or deface any building, fence, lamp, equipment, facility, or property, including natural objects, upon or within a park.
   (C)   Flowers and shrubs. The picking of flowers or shrubs is prohibited.
   (D)   Pets. Pets shall be leashed in the park and no person shall suffer his or her pet to deprive or disrupt the enjoyment or use of any area by others.
   (E)   Littering. No person shall throw, deposit, place, or leave in any park any paper, rubbish, waste cans, bottles, or refuse of any kind except in receptacles provided for waste.
   (F)   Activities. Use of park athletic grounds by organized teams will be subject to the approval and scheduling of the Park Board or Village Board. Individuals or groups wishing to reserve the shelter house shall schedule the same with the Park Board or Village Board.
   (G)   Alcoholic beverages. No alcoholic beverages shall be consumed in a park except as part of an event scheduled with and approved by the Village Board or Park Board. No alcoholic beverages shall be sold at any such event unless a temporary license for the sales has been issued by the Village Board.
   (H)   Moving of benches and tables. No person shall move benches, seats, and tables from the park property, nor shall those benches, seats, or tables be loaned or rented to any individual or organization.
   (I)   Disturbing the peace. No threatening, profane, abusive, or indecent language, or disorderly conduct or behavior shall be allowed in the parks, including loud music or loudspeaker systems, unless authorized in advance by the Park Board or Village Board.
   (J)   Glass containers. No glass beverage bottles or containers are allowed in the parks.
   (K)   Vehicles on the grass. Unless specifically authorized by the Park Board or Village Board in advance, no person or persons shall ride a horse or operate any motor driven vehicle, excepting only park maintenance equipment, in the parks except on designated roadways and parking areas. Vehicles as used in this division include but are not limited to cars, trucks, snowmobiles, all-terrain, recreational, and motorcycles.
   (L)   Traffic rules. No vehicle shall be driven at more than five miles per hour on any park road. The driver of any vehicle shall bring that vehicle to a complete stop where there is in place any sign or marking which says “Stop.” Upon a park street that has been established as a one-way drive, a vehicle shall be driven only in the direction permitted and shall utilize only the exits and entrances indicated, unless the Park Board or Village Board has closed such an exit or entrance, in which case vehicles shall enter and exit at the same access point.
   (M)   Fires. It shall be unlawful for any person to start, tend, or maintain any fire or to burn any refuse except at designated fireplaces or personal grills. It shall be unlawful for any person to leave any fire unattended.
   (N)   Overnight camping. Overnight camping shall be permitted only in camping vehicles which shall be parked in blacktop areas or other areas designated by the Park Board or Village Board. Camping in the park shall not exceed seven consecutive days. The village will provide no water, electrical, or sanitation hookups to camping units. Only existing park water and toilet facilities shall be available to campers.
   (O)   Weapons. It shall be unlawful for any person to have in his or her possession or under his or her control any firearm or air gun, as defined in Wis. Stats. § 939.22, unless the same is unloaded and enclosed in a carrying case, or any bow unless the same is unstrung or enclosed in a carrying case.
   (P)   Tennis court and basketball surfaces. No bicycles, tricycles, roller skates, skateboards, or similar devices are allowed on tennis court or basketball surfaces.
   (Q)   Use of lights. Access to use of lights may be obtained from any authorized representative of the Park Board or Village Board and shall be available to individuals or organization that participate in park authorized group activities.
   (R)   Beverage building. Beer or other alcoholic beverages, when licensed, shall be sold only from the beverage building.
   (S)   Posted regulations. In addition to the regulations herein contained and provided, the Park Board or Village Board may adopt and post, from time to time, specific rules and regulations, and these specific rules and regulations when so adopted and posted by the authority of the Village Board or Park Board shall be in full force and effect, and violators shall be subject to penalties as hereinafter provided.
