§ 91.05 PUBLIC NUISANCES AFFECTING PEACE AND SAFETY.
   (A)   The following acts, omissions, places, conditions, and things are hereby declared to be public nuisances affecting peace and safety.
   (B)   This enumeration shall not be construed to exclude other nuisances affecting public peace and safety coming within the definition of § 91.02 of this code:
      (1)   All signs, billboards, awnings, or other structures over or near streets, sidewalks, public grounds, or places frequented by the public, so situated or constructed as to endanger the public safety;
      (2)   All buildings erected, altered, or repaired within the village in violation of the provisions of any village ordinance relating to the materials and manner of construction of buildings within the village;
      (3)   All unauthorized signs, signals, markings, or devices placed or maintained upon or in view of any public highway which propose to be or may be mistaken for an official traffic sign or signal or which, because of color, location, brilliance, or manner of operation, interfere with the effectiveness of any official traffic sign or signal;
      (4)   All trees, shrubs, hedges, or other obstructions which may prevent persons operating vehicles upon public streets, alleys, or highways from obtaining a clear view of traffic when approaching an intersection or crosswalk;
      (5)   All limbs of trees which project over and are less than 14 feet above any public street or are less than 10 feet above any public sidewalk or other public place;
      (6)   All buildings or structures so old, dilapidated, or out of repair as to be dangerous, unsafe, unsanitary, or otherwise unfit for human use;
      (7)   All wires over streets, alleys, or public grounds which are strung less than 15 feet above the surface thereof;
      (8)   All use or display of fireworks except as provided by the laws of the state or by ordinances of the village;
      (9)   All loud, discordant, and unnecessary noises or vibrations of any kind;
      (10)   The keeping or harboring of any animal or fowl which by frequent or habitual howling, yelping, barking, crowing, or making of other noise shall disturb any neighborhood of persons within the village;
      (11)   All obstructions of streets, alleys, sidewalks, crosswalks, and all excavations in or under the same, except as permitted by the village or which, although made in accordance with the code, are kept or maintained for an unreasonable or illegal length of time after the purpose thereof has been accomplished;
      (12)   All open and unguarded pits, wells, excavations, or unused basements freely accessible from any public street, alley, sidewalk, or public property;
      (13)   All abandoned refrigerators, ice boxes, or other containers from which the covers or doors have not been removed or which are not equipped with a device for opening from the inside;
      (14)   Any unauthorized or illegal use of property abutting on a public street, alley, or sidewalk, which causes large crowds of people to gather, obstructing traffic and free use of the streets and sidewalks;
      (15)   Repeated or continuous violations of the village ordinances or of laws of the state relating to the storage of inflammable liquids; and
      (16)   Repairs, other than emergency repairs and towing, of any motor vehicle, boat, trailer, or any other thing on the public streets of the village.
