Any person violating any of the provisions of this chapter shall become liable to the village and others, as their interests may appear, for any expense, loss, or damage occasioned the village or others by reason of that violation, including any costs in connection with repairing damages to the wastewater facilities or any downstream user or facilities damaged as a result of a prohibited discharge or any other violation of this chapter.
