§ 94.15 REQUIRED.
   It shall be unlawful for any person to organize, conduct or participate in any parade or group demonstration in or upon any street, sidewalk, alley or other public place within the city unless a permit therefor has been issued by the city in accordance with the provisions of this chapter.
