1450.16 FLOODPROOFING STANDARDS. 
   In all areas of special flood hazard as set forth in Section 1450.06 or 1450.13(b), the following provisions are required:
   (a)   Residential Construction. New construction, additions and substantial improvement of any residential structure shall have the lowest floor, including the basement, elevated one foot above the base flood elevation.
   (b)   Nonresidential Construction. New construction and substantial improvement of any commercial, industrial, or other nonresidential structure shall have the lowest floor, including the basement, elevated to the level of the base flood elevation.
   (c)   Mobile Homes. The lowest floor, including basement for new mobile homes, replacement mobile homes and additions, must be elevated 1 foot above the 100-year floodplain elevation.
      (1)   Mobile homes shall be anchored in accordance with Section 1450.15(a).
      (2)   For new mobile home parks and mobile home subdivisions; for expansions to existing mobile home parks and mobile home subdivisions, for existing mobile home parks and mobile home subdivisions where the repair, reconstruction or improvement of streets, utilities and pads equals or exceeds fifty percent of the value of the streets, utilities and pads before the repair, reconstruction or improvement has commenced; and for mobile homes not placed in a mobile home park or mobile home subdivision:
         A.   Stands or lots shall be elevated on compacted fill or on pilings so that the lowest floor of the mobile home will be at or above the base flood level.
         B.   Adequate surface drainage and access for a hauler shall be provided.
         C.   In the instance of pilings:
            1.   Lots shall be large enough to permit steps.
            2.   Piling foundations shall be placed in stable soil not more than ten feet apart.
            3.   Reinforcement shall be provided for pilings more than six feet above the ground level.
      (3)   No mobile home shall be placed in a floodway.
