(a) All meters shall be read according to a schedule of reading established by the Water Department. Charges for water consumed as shown by such reading shall be due and payable on the date of the bill therefor and shall be payable without penalty if paid within thirty days thereafter.
(b) If for any reason a meter is not read according to the reading schedule, the Department shall estimate the amount of water consumed and bill therefor as though the meter had been read.
(c) All bills for water used by a consumer without a meter shall be paid for in accordance with the schedule of rates prescribed by Council and shall be payable within the time limited for the payment of bills for metered services.
(d) If the Water Department has been unable to enter any premises for one year or more to read the water meter therein, the Department shall leave notice upon such premises requiring the owner or occupant to notify the Department and arrange for a reading within thirty days from the placement of such notice. Failure by the owner or occupant to arrange for such reading shall allow the City to discontinue service to such premises after notifying the owner or occupant of the right to a hearing pursuant to Section 1042.15.
