The Mayor and Council are authorized to grant a license to any person of good character to engage in the business of keeping a secondhand automobile or used car store or place for the buying, taking in exchange or selling of secondhand automobiles or used cars upon his or her paying into the City treasury the license fee set forth in Section 888.04.
