Sections 271.01 through 271.10 are hereby declared and certified to have been duly adopted by the City Council of the City of Lincoln Park, County of Wayne, State of Michigan, at a meeting of said Council duly called and held on March 13, 1995, and published in the manner prescribed by law, on March 22, 1995. The effective date of Sections 271.01 through 271.10 shall be March 13, 1995.
