Each year a program shall be prepared and approved by the Parks and Recreation Commission, and submitted to the Mayor and Council at their first meeting in May, along with the Commission's estimate of funds needed for the ensuing year. The Mayor and Council may make such provisions for funds as it deems necessary and within the City's ability to provide. Disbursement of funds provided shall be made by the City Treasurer and the City Controller, only upon requisition of the Director of Parks and Recreation. No obligation shall be incurred beyond the amount annually provided by the Mayor and Council in the budget. The Director shall furnish the Commission and Council with an annual report of activities.
