Any matters arising under §§ 112.09 through 112.13, which cannot be resolved to the satisfaction of both parties shall be determined by a panel of three arbitrators. All matters arising under other sections shall be determined as provided in this section. One arbitrator shall be appointed by the Mayor, one by the grantee, and one by the presiding judge of the Hamilton County Court of Appeals. The fees of arbitrators shall be determined by the presiding judge. The expenses of the arbitration, including the fees of the arbitrators, shall be borne by the parties in such manner as the arbitrators provide in their award, but in no event will the village be obligated for more than half of the expense. The determination of the majority of the arbitrators shall be binding on the parties.
