11-2-4: PERMITS REQUIRED:
It shall be unlawful for any person to commence to erect, construct, enlarge, alter, move, improve or convert any building or structure regulated by this chapter, except as specified in section 11-2-5 of this chapter, or cause same to be done without first obtaining a separate permit for each separate structure from the building department. (1983 Code § 15.04.060)
