862.09   REVOCATION.
   In addition to the enforcement procedures provided in Section 862.07, it shall be within the power and discretion of the Mayor to suspend or revoke the permit for continued or repeated violation or infractions of any provision of this chapter, or of any rule, direction or regulation of the Mayor. Suspension or revocation shall be mandatory for the third offense under Section 862.06.

862.10   MAYOR'S DESIGNATED REPRESENTATIVE.
   "Mayor" as used in this chapter shall include his designated representative.

862.11   ABANDONMENT.
   In the event a newsrack remains empty for a period of thirty continuous days, the same shall be deemed abandoned, and may be treated in the manner as provided in Section 862.06 for newsracks in violation of the provisions of this chapter.

862.12   EXISTING NEWSRACKS.
   All newsracks in place shall be brought into compliance with this chapter and all licenses required by this chapter shall be purchased within thirty days of the effective date of this chapter.
