Any person who is dissatisfied by any decision of the City Engineer under this chapter may appeal to the Board of Appeals provided for in Section 854.06 by serving written notice within ten days thereafter upon the City Engineer. Such matter shall, within ten days thereof, be transmitted to the Board, and a meeting to consider such matter shall be held within twenty days, unless continued for good cause.
