A Board of Appeals, consisting of three members appointed by the Mayor who are electors of the City and who, by experience and training, are persons qualified to pass upon the safety of installations and apparatus regulated by this chapter, is hereby created. Such members shall not be employees of the City, shall serve without compensation and shall hold office for three years, unless removed by the Mayor. No member of the Board shall sit on a case in which he is directly or indirectly interested, and in case of disqualification for such cause or in case of the necessary absence of a member, the Mayor shall make a temporary appointment of a substitute. All vacancies occurring on the Board shall be filled by the Mayor. Upon consideration of a case upon appeal, the Board may reverse, modify or affirm the decision or order appealed from.
