Any person desiring to erect, install or maintain any outside antenna system for any type of radio antenna, television antenna, satellite antenna, or any additions to or substitutions for any such system, shall make a written application for the same to the City Engineer upon such forms as may be prescribed, and accompany such application with a fee for the same as provided in Section 854.04. Upon finding that the proposed installation or work complies in every respect with the requirements of this chapter, the City Engineer shall issue a permit to the applicant.
Whenever property upon which such a satellite antenna, radio antenna, television antenna or any other antenna is to be erected, or upon which additions to or substitutions for existing antenna systems are to be made, is not occupied by the owner thereof, any tenant must furnish a proper written approval given by the owner thereof prior to the issuance of a permit.
