Upon the filing of the application, as provided in Section 828.03, and the payment by the applicant of the license fee required by Section 828.05, the Mayor, after investigation, shall issue to the applicant a license to engage in the business of a junk dealer. No license shall be refused except for noncompliance with the regulations governing junk dealers. The reason for a refusal shall be specified by the Mayor in writing, and a copy thereof shall be sent by registered mail, addressed to the applicant at the residence address given in the application. No applicant to whom a license has been refused shall make further application unless he can show that the reason for such rejection no longer exists.
