(A) Each junk dealer shall pay an annual license fee in the amount specified in Section 868.01, which fee shall apply only to one location. Any license issued hereunder shall expire on December 31 of the year in which issued. All licenses shall state clearly the location of the business, the issuance date and expiration of the license, and the name and address of the licensee.
(B) Whenever a license is lost or destroyed, without fault on the part of the holder or his agent or employee, a replacement license under the original application, shall be issued by the City License Clerk upon the filing of an affidavit setting forth the facts and circumstances of the loss or destruction and upon the payment of a fee specified in Section 868.01.
(C) The amount of the fees herein provided is declared to be commensurate with the reasonable cost of enforcement of the regulations pertaining to such business, together with the cost of issuing such licenses.
