(a) It shall be the duty of police officers and meter maids, acting in accordance with the instructions issued by the Chief of Police, to report:
(1) The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this chapter;
(2) The state license number on such vehicle;
(3) The time of day or night the officer detected such vehicle parked in violation of any of the provisions of this chapter; and
(4) Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.

(b) Each such police officer and meter maid shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this Traffic Code and instructing such owner or operator to comply with one of the alternatives with respect to delivering to the Traffic Violations Bureau, established within the office of the Clerk of the Lima Municipal Court, such notice accompanied by a bail bond or fine as required by Section 404.13, such bail bond or fine being the same amount as specified in Section 404.14. Thereafter, the procedure prescribed in Section 404.13 shall be followed.
