"Wrestling or boxing exhibition," as used in this chapter, means any wrestling or boxing exhibition, match or contest to which admission may be had by the payment of a fee or by the purchase, possession or presentation of a ticket or token obtained for money or any valuable thing.

(A) A Wrestling and Boxing Commission is hereby established in and for the City. The Commission shall consist of seven members appointed by the Mayor who shall serve without compensation, as follows: three of the members shall serve for a term of five years and four of the members shall serve for a term of three years. The term of office for the first members of the Commission so appointed shall begin on January 1, 1949. All members of the Commission shall serve until their successors are duly appointed and qualified. If a vacancy occurs during the term of any member, his successor shall be appointed for the unexpired term.

(B) Any member of the Commission may be removed by the Mayor. No member of the Commission shall be directly or indirectly interested in a pecuniary way in any wrestling or boxing exhibition or in any of the contestants, nor shall he be associated in any way with any promoter of such exhibition. Political or religious affiliation shall not be considered by the appointing authority with respect to making appointments to the Commission, nor shall such affiliation have any bearing on the eligibility of any person to serve on the Commission.
