234.12   CITY'S RIGHT TO FIRE PROTECTION.
   At no time, notwithstanding any of the provisions of this chapter or any contract made hereunder, shall the City be required to furnish any fire protection which cannot be reasonably spared from the fire-fighting force necessary to protect the City; it shall be understood at all times that any service required to be performed hereunder shall be secondary to the requirements of the City and its residents. If, at the time of any call from the township trustees or other property owners under contract for the furnishing of services and equipment, the Fire Department is engaged in answering fire calls within the City, the call from such township or property owner under contract may be postponed until such equipment, apparatus and personnel have completed a similar call or calls within the City.
