(A) It shall be unlawful for the operator of any vehicle to stop, stand or park a vehicle in any alley for a period of time longer than is necessary for the loading or unloading of passengers or freight.
(B) No vehicle shall stand or park in any alley for any purpose so as to leave available less than eight feet of the width of the alley for the free movement of traffic or if less than eight feet of the width of the alley is available, the operator of the parked or standing vehicle shall immediately move it upon the approach of another vehicle.
