1-23-7: ANNUAL ANALYSIS:
Each department head and other persons in charge of or responsible for the care and maintenance of capital property, plant, or equipment, shall, on April 1 of each year, submit a report in writing to the city manager and to members of the city commission. Such annual report shall describe any changes or additions to the inventory report required in section 1-23-6 of this chapter. Such annual report shall further define or describe in detail the needs or requests for replacement or acquisition of capital items for the coming fiscal year.
The city manager shall analyze the information in the annual reports provided for herein, and shall consider and gather any other information he deems necessary. The city manager shall then, during the budgeting process present recommendations to the city commission regarding replacement or acquisition of capital items. (Ord. 1586, 6-18-1990; amd. If the city commission decides to expend funds from the capital improvement program fund, the annual budget shall specifically identify the capital item to be replaced or acquired. (Ord. 1586, 6-18-1990; amd. Ord. 1664, 1-3-2000)
