Members of the Council shall have been qualified electors of the Municipality for at least one year immediately prior to filing their nominating petition for the office of member of Council; shall remain qualified electors of the Municipality and maintain their permanent residence within the Municipality during their term of office; and shall not hold any other public office or employment that is incompatible with the office of member of Council under the common law of the State of Ohio.
