521.13 WATER SHORTAGE EMERGENCY.
   (a)   Whenever, in his judgment, the Mayor or Service Department Supervisor recommends the enactment of rules and regulations to protect or conserve the Village water supply or the water system, Council may, by motion, promulgate rules and regulations relative to the use of water and/or various restrictions upon the use or conservation of water. Such a motion may be effective for a specified time period or until altered or terminated by a subsequent motion of Council.
   (b)   Whenever, in his judgment, the Mayor or Service Department Supervisor determines that a situation exists so as to require the immediate promulgation and enforcement of rules and regulations to protect and conserve the Village water supply or the water system, the Mayor may promulgate written rules and regulations relative to the use of water and/or various restrictions upon the use or conservation of water. Such rules, regulations and restrictions promulgated by action of the Mayor may be effective for a specified time which shall not exceed thirty days without a motion of Council pursuant to subsection (a) hereof.
   (c)   Whoever knowingly violates any emergency rule, regulation, or restriction promulgated under the authority of Council or the Mayor may be guilty of violating the provisions of this section and shall be fined not more than one hundred dollars ($100.00). Each day's violations shall constitute a separate offense.
