509.08 LOITERING.
   (a)   No person shall congregate with others on the sidewalk, street corner, or within the parks or public grounds, with intent to provoke a breach of the peace; or whereby a breach of the peace may be occasioned by the serious annoyance to pedestrians or others or by threatening, insulting or abusive conduct to them or refuse to move on when ordered by a police officer.
   (b)   No person shall congregate with any other person on the streets or sidewalk of the Village, or in any other public place, in such manner as to interfere with the free flow of vehicular traffic or the rights of pedestrians. (Ord. 1980-3. Passed 5-20-80.)
   (c)   Whoever violates this section is guilty of a minor misdemeanor.
