(a) No owner or operator of any vehicle shall park any vehicle on any portion of any street where, because of dangerous conditions, snow removal, or other reason, the Chief of Police has declared an emergency "No Parking" area to exist, and has so notified the public by causing signs to be erected indicating such "No Parking" area.
(b) Any vehicle left parked in an emergency "No Parking" area shall be removed at the direction of the Chief of Police, on behlaf of the Village, and the owner or operator of the vehicle shall forthwith pay to the Village any towing or storage expense incurred in implementing such vehicle removal.
