149.05 BYLAWS.

The Mayor, with the advice and recommendation of the Squad Chief, is herein authorized to establish "by-laws" for the "LEU" to operate under. Such "by-laws" shall be binding upon the operation of the "LEU", unless modified by Council by further ordinance or resolution.
