The "LEU" shall consist of a Squad Chief, Assistant Squad Chief, and approximately thirty Squad Members, as follows:
(a) The Squad Chief shall be appointed for a one year term beginning January 1, of the relevant calendar appointment year, and shall continue in office until removed or a newly appointed Squad Chief begins to serve. The appointment shall be made by the Mayor with the consent of Council.
(b) The Assistant Squad Chief shall be appointed by the Mayor with the advice and recommendation of the Squad Chief and with the consent of Council. The individual shall serve during the same period of time the Squad Chief serves or until removed, and shall, in the above absence or disability of the Squad Chief, exercise all of the authority of the Squad Chief.
(c) Squad Members (including Probationary Squad Members) shall be appointed by the Mayor with the advice and recommendation of the Squad Chief and with the consent of Council, and shall serve until removed.
(d) To be a member of the "LEU", an individual must meet the following criteria:
(1) Eighteen years of age;
(2) Sound mind and able body;
(3) Hold a valid Emergency Medical Training ("EMT") card; or
(4) Serve a one-year probationary period after obtaining the valid "EMT" card, provided further that during the probationary period that the individual shall be classified as a Probationary Squad Member.
