133.02 DEPUTY CLERK.
   (a)   The general job description and duties for the Deputy Clerk are as follows:
      (1)   The Deputy Clerk must prepare and mail Village Income tax forms, insure that individuals working and living in the Village are fulfilling their income tax obligations, post collection of the same on the Village records, as well as generally assist the Fiscal Officer in the administration of the Income Tax Ordinance.
      (2)   The Deputy Clerk must prepare and mail water/sewer and refuse bills, and post collection of same on the Village records.
      (3)   The Deputy Clerk must file correspondence relating to water/sewer and refuse invoices, income tax, etc., alphabetically, numerically or by other predetermined classification.
      (4)   The Deputy Clerk must help the Fiscal Officer with the preparation of deposits for water/sewer and refuse receipts and a monthly reconciliation report
      (5)   The Deputy Clerk must update information for refuse cards and water meter sheets.
      (6)   The Deputy Clerk must adjust water/sewer and refuse bills, per Village ordinances and/or instructions of the Municipal Manager or Council.
      (7)   The Deputy Clerk must post and help keep all water/sewer and refuse records.
      (8)   The Deputy Clerk must prepare, on or before July 1, of each calendar year, a report of all delinquent water/sewer and refuse accounts for the Fiscal Officer to be certified to the Preble County Auditor, to be placed on the tax duplicate.
      (9)   The Deputy Clerk must prepare all water/sewer and refuse bills for mailing and/or hand delivery.
      (10)   The Deputy Clerk must collect and report to the Fiscal Officer all money received from collections.
      (11)   The Deputy Clerk must be able to assist in the general functions of the Village offices when needed, except the duties of the General Office Secretary.
      (12)   The Deputy Clerk must be able to assist all other general matters involving water/sewer and refuse records.
      (13)   The Deputy Clerk must assist the Fiscal Officer in preparation of delinquent water/sewer and refuse accounts and preparation of termination notice for services of process by mail or police Department hand delivery.
      (14)   The Deputy Clerk must assist the Fiscal Officer in the preparation and handling of purchase orders, as directed by the Fiscal Officer.

   (b)   The Deputy Clerk shall be a full-time position whose hours should be coordinated with the Village Fiscal Officer (Village Clerk-Treasurer) for purposes of maximizing open office hours of the Town Hall for the citizens and Village personnel. The Village Council may from time to time establish the open office hours of the Town Hall by Motion.

   (c)   The compensation for the Deputy Clerk shall be drawn from the following funds:
      (1)   City Income Tax - 45%
      (2)   General City Income Tax (Police) - 10%
      (3)   General City Income Tax (Fire) - 10%
      (4)   General City Income Tax (LEU) - 10%
      (5)   Water - 10%
      (6)   Sewer - 10%
      (7)   Refuse - 5%
