121.07 VILLAGE ASSISTANCE IN VOLUNTARY NUISANCE ABATEMENT.
   (a)   Owners of real estate located within the Village, who feel they may have a structure or other condition on their real estate that constitutes a nuisance or potential nuisance to public or private health, safety, morals, or welfare, may petition Council in writing for assistance in voluntary nuisance abatement.
   (b)   Upon receipt of a written petition for voluntary assistance abatement nuisance, and after reviewing the recommendations, if any, from appropriate Village personnel, Council may take one of the following courses of action:
      (1)   Deny the petition request
      (2)   Grant the petition request
      (3)   Grant a modification of the petition request with the consent of the petitioners.
   In granting a petition request or a modification thereof, the Village Council may give appropriate directives to Village personnel and may order that part or all of the costs of voluntary nuisance abatement be paid by the Village.
   (c)   Nothing in this section shall be construed to create a duty on any real estate owner or the Village, as to nuisance abatement, and this section shall be construed as a means of providing another method for eliminating actual or potential nuisances to public or private health, safety, morals, or welfare.
