(a) All procedural disputes at a Council meeting shall be governed by this chapter and the Village Charter, and if not covered by either, by Robert's Rules of Order (a copy of which should be available on the meeting floor).
(b) These rules are to remain in full force and effect until amended or repealed by the Council.
