(a) For any bad check issued or transferred or caused to be issued or transferred to the Village, a bad check fee in the amount of the greater of twenty-five dollars ($25.00) or the amount of actual bank fees or charges assessed against the Village, is herein established.
(b) The bad check fee established under this section shall act as a civil claim and fee in addition to criminal penalties and amounts otherwise collectable by civil litigation.
