103.01 COMPUTATION OF TIME.
   In computing any period of time for setting dates for public hearings, bids, meetings, and other similar matters, when not otherwise controlled by Village ordinance or State or Federal law, the following rules shall apply:
   (a)   The date from which the designated period of time begins to run shall not be included.
   (b)   The last day of the period so computed shall be included, unless it is a Thursday, Saturday, Sunday, or a legal holiday, in which event the period runs until the next day which is not a Thursday, Saturday, Sunday, or a legal holiday.
   (c)   The time computation shall be on the basis of consecutive calendar days, except for situations in which the time period is less than five days.
   (d)   If the time period is less than five days, Thursdays, Saturdays, Sundays, and legal holidays shall not count against the time period.
